In recent years the authority has made a firm and sustained commitment to defining and delivering high quality services that meet the diverse needs of the local populations.

Our Brief
The authority was keen to drive cultural and performance-led change to modernise local services and transform the thinking and actions of managers and staff. The development of an aspirational competency framework and robust performance management system were central to this change initiative.
How we helped
Our work, in close partnership with the Council's own Human Resources Division, began with the development of a management competency model. The competencies were designed to provide a common framework for people management activities such as selection, training and performance management. Simultaneously, the competencies communicated to all managers and staff the skills, attitudes and approaches truly valued within the new organisational culture. The competencies included a range of aspirational dimensions, encouraging managers to grow, develop and change. Key cultural competencies included:

The competencies formed one of the core components for a comprehensive 360° feedback programme for more than 200 managers across the authority. The Performance Plus! programme also helped managers focus in on their development needs relationships with others and key performance targets.
The programme has been supported by training, briefings, and intranet materials - with the Council's Human Resources team demonstrating a broad-ranging and practical dedication to ensuring the success of the programme.
The Results
Now in its second year, Performance Plus! is widely regarded as having played a critical role in the refocusing of the organisation and the development of clear organisational values.
In turn, the authority has seen its services improving steadily, with evidenced increases against many key performance indicators. In 2004, the Local Government Chronicle recognised the authority's successes - highlighting it as the most improved Council in Wales and amongst the top five in the UK as a whole.
